The Philippines ranked near the bottom of the 2018 and 2022 Programme for International Student Assessment (PISA), and the government's response was to declare a national education crisis. The problems run deep — decades of fragmented governance, misaligned mandates, and chronic underinvestment have left most Filipino learners without foundational literacy and numeracy skills. Students move through grade levels without mastering the basics, and the effects compound over time, weakening social cohesion and holding back economic growth across the country.
In 2019, the Southeast Asia Primary Learning Metrics (SEA-PLM) assessment found that 90% failed to meet reading proficiency standards (grade 5 students) — meaning 9 out of 10 children couldn't read or understand age-appropriate text. Without this foundational skill, students can't learn through reading in later years, and the gap only widens over time, limiting their education, employment, and long-term earning potential.
Filipino teachers work an average of 52 hours a week, with more than a quarter exceeding 60 hours. Despite Department Order 002 (s. 2024) mandating the removal of administrative duties from teachers, over half still carry that burden — largely because schools lack the non-teaching personnel to take it on. The result is that paperwork regularly pulls teachers away from actual teaching, with some resorting to assigning students self-led tasks just to keep up with reports and deadlines.

In 2025, Perty read a GMA News article about the Programme for International Student Assessment (PISA) and learned that the Philippines ranked near the bottom. He wanted to do something about it. Drawing on his experience as a software engineer with Cisco Systems Inc. (1995–2005) and his track record of founding, joining, and selling startups, he shifted the focus of his Virtual Reality (VR) company to work full time on Artificial Intelligence (AI) for education.
After reading the Second Congressional Commission on Education (EDCOM II) report, Enzo was struck by the scale and complexity of the challenges facing the Philippine education system. He attended a presentation by Perty and decided to join the mission. Bringing over a decade of experience at Shell Shared Services (Asia) B.V. (2010-2022) and his Bachelor of Arts (AB) in Psychology background, he's now working to identify where AI can make a real impact on the issues EDCOM II laid out — and making that case to the people who can act on it.
